A $376 fine seems light, and it looks like dangerous driving to me, though I am no expert on the finer points of motoring law. There's premeditation too. A basic knowledge of driving rules tells us riding a motorcycle with a dog on board is not on. And of course, there's a lack of wisdom, aka stupidity. People like this are a menace on the roads.
